Implicit time/Implicit space
The fishing industry is divided into three sectors:
Commercial—includes companies associated with wild-catch or aqua culture resources and the various transformations of those resources into products for sale; also referred to as the “seafood industry”
Traditional—includes companies associated with the location where aboriginal people derive products in accordance with their traditions.
Recreational—includes companies associated for the purpose of recreation, sport or sustenance with fisheries
It is difficult for the fishing industry to define space and time because of the massive amount of space needed to fish and the uncertainty that there will actually be fish in that area. In commercial fishing, governments can usually define space and time by issuing licenses that allow companies to have access to the sea/ocean for a certain period of time (usually yearly), space (usually area that country owns).

The California Department of Fish and Game defines and restricts space by offering different permits (different prices) for different type of seafood. More expensive permits are for either endangered species or high-profit seafood like the tanner crab. The cheapest species-specific permit is the anchovy permit, which is very abundant.
They also segment their customers based on regional areas near the coast (north coast, north-central coast, etc.). All prices are the same for all regions. They also segment their customers by resident and nonresident. Not necessarily related to fishing, they also sell permits for airspace above public waters if related to a fishing operation.
The department’s control over time is mainly the expiration of the permit and the external influence of seasonality of the seafood.
Pennsylvania Fish & Boat Commission
The PA Fish & Boat commission offers permits mainly for recreational fishing and defines time very specifically (by the day of use). Customers can choose from one day to seven days and are charged accordingly based on their residency (vs. tourists) and age (senior citizens get a discount).
Space is defined by species (trout/salmon) fished and location (Lake Erie). It is easier to define space in the smaller lakes than vast seas/oceans.

Instead of defining space and time of the fishing waters around the resort, Piney Point simply operates like a hotel and provides the fishing areas as a free amenity. The customer has complete control over space (only limited by the size of the lake) and time. Customers can fish anywhere and anytime during their stay in the resort.

Blackstone Lake is a private recreational fishing area that is 100% catch and release. This means that all the fish caught are released back into the lake unharmed. Blackstone charges based on a fee per day per person with a minimum and maximum number of people. They do not have any restrictions on the space and time aside from the limitations of the lake and when the day ends.
